CBD was first discovered in 1940 by Roger Adams, a prominent organic chemist at the University of Illinois. Shortly thereafter, other scientists began testing isolated cannabinoids on lab animals; notably, Walter S. Loewe ran trials on mice and rabbits with the cannabinoids THC, CBD and CBN. He found that CBD produced no observable effects in the animals’ behavior while THC caused, what he called, a “central excitant action” in rabbits. In 1988, the first cannabinoid receptor was identified (CB1) (Howlett et al 1988) and in 1993, a second was described (CB2) (Munro et al 1993). Notably, no endocannabinoid has ever been administered to humans, possibly due to issues of patentability and lack of commercial feasibility (Raphael Mechoulam, pers comm 2007). The dosages mentioned do not take into account the strength of the tincture. I have Elixinol 300, I took 1/2 dropper (0.5ml, which offers 5mg of CBD) as indicated on the bottle and felt severely nauseous for 3 hours thereafter. The 2014 Farm Bill[74] legalized the sale of "non-viable hemp material" grown within states participating in the Hemp Pilot Program.[75] This legislation defined hemp as cannabis containing less than 0.3% of THC delta-9, grown within the regulatory framework of the Hemp Pilot Program.[76] The 2018 Farm Bill allowed for interstate commerce of hemp derived products, though these products still fall under the purview of the FDA.[77][78]
